Cash Plus Delivery, Behaviour Change and Learning Consultant

About the role

UNICEF is seeking a consultant in Yangon, Myanmar, to strengthen the cash-plus component of its Maternal and Child Cash Transfers (MCCT) programme. The cash-plus approach combines regular cash assistance with counselling, referrals and other services, and adds a parenting, health and nutrition curriculum (Smart Start Curriculum) delivered in person and via a Viber channel. The consultancy runs for 12 months, is office-based and open only to nationals of Myanmar.

Key responsibilities

• Develop standard operating procedures for delivering the Smart Start Curriculum in person and through the Viber channel, covering content split between channels, informed consent, opt-out, moderation and data protection
• Support a common SOP for referrals to health, nutrition and other services, including eligibility, transport and follow-up, and build a referral tracker
• Define priority behaviours (e.g. exclusive breastfeeding, maternal nutrition, care-seeking) and create a Viber content plan with prompts, tips and testimonials, plus two-way engagement such as quizzes and feedback questions
• Assemble a standardised training package (facilitator's guide, session plans, training-of-trainers module, tests, quality assurance checklists) and co-facilitate training of trainers
• Propose additions to monitoring and reporting so the component can be tracked without parallel data collection, and write two learning briefs at mid-point and end of assignment
• Maintain a content library and digital archive, keep training records disaggregated by sex and organisation, and provide logistical support for workshops and trainings

All work follows UNICEF standards on informed consent, data protection, child safeguarding and the prevention of sexual exploitation and abuse. The consultant works under the guidance of the Social Policy Specialist and coordinates with programme teams.
