Individual Consultant – Needs Assessment, Coordination and Implementation Support (STG)

About the role

UNESCO's Project Antenna Office in Yangon is implementing the System Transformation Grant (STG) under the Global Partnership for Education, which aims to give children across Myanmar, including those facing barriers to learning, access to quality, inclusive education in safe spaces. The Individual Consultant provides technical and analytical support for engagement and coordination with current and future implementation partners, including needs assessments, programme coordination and monitoring, and support to resource mobilization and proposal development. The consultant is based on site in Yangon for 11 months.

Key responsibilities

• Help implementing partners apply UNESCO frameworks, standards and tools, and monitor their planning, compliance and risks
• Liaise with partners on the annual and implementation plans, quality control, document review and translation, and organize coordination meetings and minutes
• Carry out targeted assessments and mapping to understand context, capacities, risks and needs, and support capacity strengthening, disaster risk reduction and knowledge management
• Facilitate consultations, learning events and review meetings with partners
• Support proposal development: stakeholder consultations, situation analyses, concept notes and proposals
• Provide Myanmar-English-Myanmar technical translation and interpretation
• Integrate a gender perspective in all activities

Required profile

• Demonstrated experience in education programme coordination, partnership engagement and dialogue, and education systems strengthening
• Ability to work independently and report regularly to the Head of the Project Antenna Office in Yangon

• Inception report and partner engagement plan by 31 December 2026
• Mid-year learning and partner review workshop package by 29 January 2027
• Implementing-partner needs and capacity assessment (e.g. Rakhine or Sagaing) with recommendations
