People & Culture Business Partner – RISE Project

About the role

The People & Culture Business Partner will provide strategic HR advisory and operational support to the RISE project team in Yangon. Working closely with project leaders, you will help shape workforce planning, employee engagement and compliance to ensure the project meets its objectives and donor requirements.

Key responsibilities

• Partner with the Program Director and managers to develop workforce plans aligned with project goals and donor mandates.
• Provide guidance on labour legislation, World Vision policies and donor requirements.
• Handle employee relations matters, including grievances, investigations, conflict resolution and disciplinary actions.
• Manage recruitment processes for project‑funded positions, from requisition to onboarding.
• Maintain accurate employee records in the HRIS and ensure data privacy compliance.
• Coordinate payroll inputs, benefits, leave administration and staff separations.
• Lead HR compliance activities, internal and donor audits, and prepare HR reports and workforce metrics.
• Support organizational restructuring, position changes and change‑management initiatives throughout the project lifecycle.

Required profile

• Proven experience in HR business partnering or people‑and‑culture roles, preferably in an NGO or donor‑funded environment.
• Strong knowledge of local labour legislation and HR best practices.
• Ability to advise managers on workforce planning, employee engagement and risk mitigation.
• Excellent communication and conflict‑resolution skills.
