Senior Technical Officer (MHPSS)

About the role

The International Rescue Committee is seeking a Senior Technical Officer (MHPSS) to lead and support mental health and psychosocial support activities across the Southeast region of Myanmar. This role provides technical guidance, case management, and capacity building to local partners and frontline teams, ensuring high‑quality services that align with IRC standards.

Key responsibilities

• Deliver MHPSS case management, including screening, mental status examinations, and development of care plans.
• Provide technical support and mentorship to local partners, mobile health teams, and community workers.
• Design and facilitate mental health awareness, psycho‑education, and group‑based psychosocial support sessions.
• Coordinate with local authorities, community leaders, and other stakeholders to strengthen service integration and referral pathways.
• Monitor, evaluate, and report on program performance through METAL (Monitoring, Evaluation, Technical, Accountability and Learning) processes.
• Ensure safe, confidential delivery of services and appropriate referrals for severe cases, protection concerns, and GBV survivors.

Required profile

• Myanmar national with extensive experience in mental health and psychosocial support programming.
• Proven ability to provide technical assistance, capacity building, and supervision to diverse teams.
• Willingness to travel up to 90% of the time across the Southeast region.
• Strong communication and coordination skills with government, NGOs, and community stakeholders.

Required skills

• Knowledge of mhGAP and evidence‑based mental health interventions.
• Experience conducting Mental Status Examinations (MSE) and developing individualized care plans.
• Ability to deliver group‑based psychosocial activities and individual counseling.
