Project Officer – Health Strategic Purchasing (Myanmar)

About the role

The Project Officer (Health) will support the design, implementation, monitoring and evaluation of the Strategic Purchasing pilot in Rakhine, Myanmar. Acting as the field focal point, the officer will work closely with a local partner to ensure operational efficiency, stakeholder coordination and evidence generation for future health‑financing initiatives.

Key responsibilities

• Oversee day‑to‑day operations of the strategic purchasing pilot, ensuring activities follow the work plan and timelines.
• Verify clinic documentation (registers, patient booklets) against predefined criteria and assist in developing provider contracts, payment mechanisms and monitoring frameworks.
• Conduct patient exit interviews, collect and analyse data on service delivery, financial flows and outcomes, and prepare progress reports with recommendations.
• Facilitate communication among local government agencies, health providers and communities; organise workshops, consultations and training sessions.
• Track project expenditures, ensure compliance with donor and government requirements, identify risks and propose mitigation strategies.
• Implement child safeguarding and anti‑fraud measures in line with organisational policies.

Required profile

• Experience in health project coordination or implementation, preferably within strategic purchasing or health financing.
• Ability to work independently and collaborate with diverse local stakeholders.
• Level 3 child safeguarding contact – regular interaction with children or young people.
• Strong analytical and reporting skills.
