Job description

About the role

UNFPA Myanmar is seeking a National Monitoring and Evaluation (M&E) Consultant to support results-based planning, monitoring, reporting, communication and M&E data management within the Country Office PM&E unit, with a specific focus on the Women and Girls First (WGF) Programme. The consultant acts as the designated M&E focal point for WGF across SRHR, GBV and MHPSS, overseeing its results framework, reporting requirements and achievements across implementing partners. The assignment follows a workplan coordinated by the PM&E Analyst and covers WGF Phase 3 closure, transition to the extension phase, donor reporting and technical support to partners.

Key responsibilities

  • Contribute to consolidated country office results reporting by compiling and validating partner inputs, checking consistency and maintaining supporting evidence.
  • Maintain and improve M&E templates, indicator guidance, reporting trackers, datasets and dashboards, and update monitoring information periodically.
  • Support the PM&E Analyst in results analysis, results-based planning, annual workplan development and evaluation-related activities.
  • Track the full WGF results framework across SRHR, GBV and MHPSS, consolidate validated WGF data and support the Programme Management Specialist (WGF) with results analysis for reviews, proposals and donor reports.
  • Support disability-inclusive monitoring and reporting, including data disaggregation.
  • Review partner quarterly data matrices and workplan progress reports, give technical feedback and follow up on discrepancies.
  • Help partners develop M&E plans, strengthen reporting and receive orientation and technical assistance through remote support and field visits.
  • Take part in reporting review meetings, field monitoring visits and data quality assessments, and prepare a handover of tools, records and outstanding actions at the end of the assignment.

Required profile

  • Advanced university degree (Master's or equivalent) in social sciences, public health, statistics, monitoring and evaluation or a related field.
  • At least two years of professional experience in M&E, programme monitoring and reporting or programme/project management with M&E responsibilities.
  • Experience in research, data analysis, M&E data management and database development, and in reviewing partner reports and checking data quality.
  • Experience with gender and gender-based violence data and indicators is highly desirable; consortium or humanitarian-development nexus experience is an asset.
  • Fluency in spoken and written English and Myanmar, with knowledge of local languages in target states and regions an asset.
  • Experience applying conflict sensitivity and "do no harm" approaches in programming, monitoring and data collection.

Required skills

  • Managing, cleaning, validating, analysing and visualising M&E data, including advanced Excel functions, pivot tables and charts.
  • Proficiency in MS Word and Google Workspace, and experience with dashboard tools such as Power BI or Looker Studio and digital data collection tools such as KoBoToolbox.
  • Strong organisational skills, independent and collaborative work, and ability to manage competing priorities.
  • Demonstrated understanding of confidentiality, data protection and secure handling of programme and partner data.
