• Coordinate the preparation of high-quality donor proposals, concept notes and programmatic briefs for bilateral, multilateral and non-traditional donors
• Analyze key donors (EU, USAID, FCDO, Japan, Nordic countries, Australia) and emerging partners, and maintain donor intelligence briefs
• Support negotiation of cost-sharing agreements, contribution agreements and MoUs, ensuring compliance with donor reporting rules and visibility mandates
• Produce advocacy assets, policy briefs and public information materials, and position UNFPA within the UN Country Team and Humanitarian Country Team
• Plan and run donor engagement missions, joint formulation missions and briefing sessions
• Set up standardized donor reporting systems aligned with Results-Based Management and train Country Office staff on resource mobilization and proposal writing
• Finalize a conflict-sensitive, sanction-compliant PSE Strategy with due diligence protocols, and oversee 1-2 low-risk pilot partnerships
• Expand partnership mapping across telecom, logistics and MSMEs, and establish SOPs and reporting systems for institutional continuity
