Chief of Party, All Youth Learning

About the role

The Chief of Party will lead the USAID/Burma All Youth Learning (AYL) activity, a five‑year initiative aimed at expanding quality education and livelihood training for out‑of‑school and conflict‑affected youth in Myanmar. Reporting to USAID, the role ensures high‑quality, timely implementation while managing security risks in a complex environment.

Key responsibilities

• Lead the design, implementation, and consolidation of the AYL project, aligning activities with donor expectations and CRS quality standards.
• Serve as the primary liaison with the USAID/Burma Mission and other public, private, and non‑government stakeholders.
• Oversee budgeting, reporting, and compliance, including phase‑out and sustainability strategies.
• Coordinate program and operations leads to ensure integrated delivery.
• Manage senior programming and operations staff, providing coaching, performance assessments, and development plans.
• Monitor national and regional risks, implement security protocols, and lead adaptive management processes.
• Ensure adherence to MEAL policies and oversee monitoring, evaluation, accountability, and learning activities.

Required profile

• Extensive experience managing large‑scale humanitarian or development programs, preferably with USAID funding.
• Proven track record in youth education, vocational training, or livelihoods programming.
• Strong leadership and staff management skills in complex, insecure contexts.
• Demonstrated ability to engage with donors, government agencies, and partner organizations.
