QS Manager – Cost Management & Commercial Lead

About the role

The Quantity Surveyor (QS) Manager will lead cost management and commercial activities across construction projects, ensuring budgets, contracts and supplier relationships are optimised for successful delivery.

Key responsibilities

• Prepare project budgets, cost plans, estimates and cash‑flow forecasts.
• Manage tendering processes, commercial evaluations, negotiations and contract awards.
• Lead contract administration, change management, variations, claims and cost control.
• Monitor project costs, commitments, forecasts and progress against budget and schedule.
• Review and certify contractor payments, valuations and final accounts.
• Develop supplier frameworks, rate cards and vendor performance management programmes.
• Provide management reports, CAPEX analysis and executive dashboards.
• Collaborate with Development, Design, Operations, Finance, Procurement, consultants and contractors to ensure successful project delivery.
• Lead, coach and develop the Quantity Surveying team while maintaining commercial governance and compliance.

Required profile

• Bachelor’s degree in Quantity Surveying, Construction Management, Civil Engineering or a related field.
• Minimum 8 + years of experience in quantity surveying, cost management or commercial management, preferably in retail or F&B fit‑out projects.
• Strong expertise in estimating, BOQ preparation, tendering, contract administration, variations, claims, valuations and final accounts.
• Proven negotiation, vendor management and stakeholder management skills.
• Excellent analytical, reporting and leadership capabilities.
• Proficient in written and spoken English.
