Humanitarian Policy Manager – Myanmar

About the role

The Norwegian Refugee Council is seeking a Humanitarian Policy Manager to lead policy and advocacy work for its Myanmar mission. You will provide strategic direction, strengthen advocacy integration across programmes and promote an improved protection and humanitarian response environment.

Key responsibilities

• Identify and prioritise advocacy responses, especially on protection and humanitarian access.
• Develop and implement an advocacy strategy.
• Coordinate advocacy and communications messaging for maximum impact.
• Ensure coherence and synergies between advocacy and programme activities.
• Deliver advocacy training, capacity building and staff induction.
• Produce humanitarian and displacement analysis and public‑facing advocacy products.
• Advise on media lines and media strategy, assessing risks and ensuring compliance.
• Represent NRC in advocacy forums and strengthen strategic advocacy networks.

Required profile

• Manager or adviser experience within the humanitarian sector.
• Strong knowledge of protection principles and advocacy.
• Experience with media for public advocacy.
• Expertise in policy processes related to forced displacement, migration and humanitarian response.
• Proven ability in analysis, messaging, coordination and networking.
• Exceptional written and verbal communication skills.
• Experience working in complex and volatile contexts.
• Fluency in English, both written and spoken.
