Humanitarian Affairs Officer / Head of Sub‑Office

About the role

The Office for the Coordination of Humanitarian Affairs (OCHA) is seeking a Humanitarian Affairs Officer who will also serve as Head of Sub‑Office in Sittwe, Myanmar. Reporting to the Deputy Head of Office for Field Coordination, the incumbent will lead day‑to‑day operations of OCHA Rakhine and support the overall humanitarian response.

Key responsibilities

• Manage daily operations of OCHA Rakhine, monitoring and analysing humanitarian developments.
• Organise and prepare studies on humanitarian and emergency relief issues, including inter‑agency technical review meetings.
• Draft regular situation papers and reports that highlight operational factors affecting response efforts.
• Contribute to the preparation of written reports, policy guidelines, briefings and presentations.
• Assist in the preparation, implementation and monitoring of the Humanitarian Needs and Response Plan (HNRP).
• Ensure effective monitoring and reporting mechanisms and provide advice on related issues.
• Review policy issues to safeguard humanitarian principles and improve assistance delivery.
• Partner with other agencies to plan, evaluate and incorporate lessons learned, including gender considerations.
• Support sector/cluster working groups and facilitate cross‑cutting issue exchanges.
• Establish and maintain contacts with authorities, UN bodies, NGOs and diplomatic missions.

Required profile

• Works under the overall supervision of the Head of Office, OCHA Myanmar.
• Reports to the Deputy Head of Office for Field Coordination.
