Head of Operations

About the role

The Head of Operations joins the Country Program Senior Management Team to lead finance, HR, supply chain, administration, ICT, security and audit functions, ensuring efficient, compliant support for CRS’s mission in Myanmar.

Key responsibilities

• Develop and implement operational strategies, systems and staffing plans aligned with CRS standards and donor requirements.
• Oversee day‑to‑day delivery of finance, HR, procurement, ICT and security services, ensuring quality and efficiency.
• Lead talent management, staff development, performance management and succession planning for the Operations team.
• Ensure compliance with agency, donor and local regulations, manage audit responses and drive continuous improvement.
• Supervise financial processes, budgeting, ERP usage and stewardship of program assets.
• Promote safeguarding, health & safety, and security protocols across the country program.
• Drive climate‑action initiatives to reduce GHG emissions and improve operational sustainability.

Required profile

• Bachelor’s degree in International Development, Business Administration, Finance or related field.
• 5‑8 years of progressive management experience, including at least 2 years supervising staff.
• Experience with international NGOs and familiarity with donor regulations preferred.
• Fluent English; working knowledge of Burmese is a plus.
• Willingness to travel up to 30% within Myanmar and the EMEA region.

Required skills

• Knowledge of financial systems, budgeting and expense analysis.
• Experience with Oracle ERP or similar financial reporting software.
• Proficiency in Microsoft Office suite (Excel, Word, PowerPoint, Visio) and web‑conferencing tools.
• Strong analytical, strategic and problem‑solving abilities.
• Effective staff management and team‑leadership capabilities.
