Senior Monitoring and Evaluation Manager

About the role

Save the Children is a co-Principal Recipient of three Global Fund grants for HIV, TB and malaria in Myanmar, with a total budget of $31 million from 2027 to 2029. The Senior Monitoring and Evaluation (M&E) Manager is a management-level position based in Yangon, reporting to the Head of M&E, and oversees M&E for six NGO sub-recipients and additional sub-recipients. The post covers data analysis and visualization, eHealth implementation, data quality assurance and reporting, and supervises two Senior M&E Coordinators and one Senior Database Coordinator.

Key responsibilities

• Monitor and evaluate sub-recipient progress: verify semester progress reports, manage variance analysis and prepare the semi-annual report to the Global Fund
• Maintain dashboards and data visualizations, propose and run data analyses, and support operational research
• Oversee routine data quality assessments of sub-recipients and train Senior M&E Coordinators on data quality assessments
• Develop draft targets for new sub-recipient performance frameworks (HIV and TB) and maintain a database of GFATM management letter recommendations and LFA feedback
• Provide technical input to M&E plans, performance frameworks, SOPs and data collection tools, and lead training on GFATM M&E requirements
• Organize M&E monitoring visits, give on-the-job training and mentoring, and manage contracts with external developers for eHealth solutions
• Represent the PR in meetings with the National AIDS and Tuberculosis programmes, UNOPS-PR, Access to Health and other funders, and in technical strategy group meetings
• Supervise and coach M&E staff, and ensure compliance with the Child Safeguarding Policy
