Humanitarian Affairs Officer / Head of Sub‑Office, P3

About the role

The Humanitarian Affairs Officer will lead the Sub‑Office within OCHA’s Crisis Response Division in Sittwe, Myanmar. The position supports OCHA’s mission to mobilise and coordinate principled humanitarian action in partnership with national and international actors, aiming to alleviate human suffering during disasters and emergencies.

Key responsibilities

• Provide leadership and strategic direction for the Sub‑Office, ensuring alignment with OCHA’s overall humanitarian coordination framework.
• Coordinate humanitarian actors, facilitating a coherent and effective response to emergencies in the duty station area.
• Support the development and implementation of response plans, ensuring they reflect the needs of affected populations.
• Liaise with national authorities, UN agencies, NGOs and other partners to promote collaboration and information sharing.
• Oversee the management of staff, resources and budgets in accordance with UN policies and standards.
• Represent OCHA in meetings, briefings and coordination mechanisms, advocating for the humanitarian agenda.

Required profile

• Advanced university degree in a relevant field (e.g., international relations, humanitarian affairs, development studies).
• Significant experience in humanitarian coordination, emergency response or related fields.
• Strong knowledge of the UN humanitarian system and OCHA’s mandate.
• Demonstrated leadership and management capabilities.
• Excellent communication skills in English; knowledge of additional languages is an asset.
