Consortium Finance Manager

About the role

Oxfam GB in Myanmar is seeking a Consortium Finance Manager to lead grant and financial management of the Nexus Response Mechanism (NRM) consortium project in Shan state. The role oversees budgeting, reporting, risk management and capacity building for local partners, reporting to the Programme Manager and Head of Finance.

Key responsibilities

• Lead overall grant and financial management of the NRM consortium project and office operations in Shan state.
• Ensure completeness, accuracy and timeliness of all internal and external financial reports.
• Compile and submit consolidated financial reports in the required format and schedule.
• Verify program and partner expenses against donor and Oxfam internal control procedures.
• Prepare expenditure plans and monthly expenditure reports based on the General Ledger.
• Record partner expenditures, reconcile fund balances and maintain systematic controls.
• Monitor income and expenditures of the grant contract and provide regular updates to Programme Manager and Head of Finance.
• Lead verification of supporting documents for all consortium partners and maintain a partner visit plan.
• Produce quarterly and annual financial reports for the Consortium Steering Committee and donors, highlighting financial status.

Required profile

• National applicant with experience in grant and financial management in an NGO or humanitarian context.
• Proven ability to lead financial reporting, donor communication and risk management.
• Strong coordination skills with partners, programme teams and internal finance departments.
• Ability to work under the supervision of a Programme Manager and matrix‑report to the Head of Finance.
• Experience in capacity strengthening of local partners and CSOs.
