Shelter and Settlement Team Leader

About the role

The Shelter and Settlement Team Leader will coordinate, plan and supervise shelter and settlement activities in Rakhine State, ensuring delivery meets DRC standards, donor requirements and SPHERE guidelines. The role provides technical and operational leadership to field teams and acts as DRC’s technical focal point for shelter programming.

Key responsibilities

• Lead implementation of shelter and settlement activities according to project objectives, work plans and budgets.
• Coordinate technical assessments for construction, reconstruction, rehabilitation and settlement planning.
• Ensure quality of both in‑kind and cash‑based shelter assistance, including cash‑for‑repair, self‑recovery and conditional cash assistance.
• Review and approve technical designs, drawings, Bills of Quantities and construction methodologies.
• Conduct regular field monitoring visits and provide technical supervision.
• Support beneficiary identification, prioritisation and verification through participatory approaches.
• Integrate shelter activities with Protection, CCCM, WASH and Economic Recovery sectors.
• Oversee shelter‑related awareness sessions, technical training and community engagement.
• Monitor and report on cash and in‑kind assistance, ensuring compliance with SOPs and national regulations.

Required profile

• Proven experience in managing shelter and settlement programmes in humanitarian contexts.
• Strong knowledge of SPHERE standards, DRC procedures and national shelter regulations.
• Ability to lead multidisciplinary field teams and coordinate with partner organisations.
• Experience in budgeting, monitoring and reporting for cash‑based and in‑kind interventions.
• Excellent communication and community‑engagement skills.
