Project Manager – Work Winning & Bid Management

About the role

Expanded Structures is seeking a Project Manager to lead work‑winning and tendering activities across a diverse portfolio of infrastructure and civil engineering projects. You will collaborate with multidisciplinary teams to deliver high‑quality, compliant bids that secure new contracts.

Key responsibilities

• Lead the preparation and delivery of tender submissions for highways, structures, utilities and other civil engineering projects.
• Manage the full bid lifecycle from pre‑qualification questionnaires (PQQ/EOI) through to invitation to tender (ITT) submission and post‑tender negotiations.
• Develop bid strategies, win themes and value propositions aligned with client requirements.
• Coordinate engineering, planning, commercial and supply‑chain teams to ensure cohesive, competitive bids.
• Provide technical oversight on construction sequencing, risk mitigation and design review.
• Collaborate with estimators to produce accurate cost plans and identify commercial risks.
• Maintain strong relationships with clients, consultants, JV partners and subcontractors.
• Ensure compliance with internal governance, quality standards and deadlines.

Required profile

• Degree‑qualified (or equivalent) in Civil Engineering or a related discipline.
• Proven experience in project management or lead engineering on civil engineering projects.
• Strong understanding of construction methodologies, NEC contracts and procurement routes.
• Ability to manage multiple bids in a fast‑paced, deadline‑driven environment.
• Professional membership (e.g., ICE, APM, CIOB) or working towards one is desirable.
