International Consultant

About the role

The International Consultant will support UNESCO’s Office in Yangon in conducting the final review of the Joint Response Framework (JRF) 2022‑2025. This short‑term assignment (1‑6 months) aims to capture lessons learned, assess impact, and provide strategic insights for the next JRF cycle (2025‑2029). The consultant will work closely with education partners, UN agencies, NGOs and local authorities to ensure the review is comprehensive and evidence‑based.

Key responsibilities

• Analyse the implementation of the JRF’s three strategic objectives across basic, technical‑vocational and higher education.
• Collect and synthesize data from field reports, stakeholder interviews and monitoring tools.
• Identify gaps, successes and emerging challenges affecting equitable access and quality of education in Myanmar.
• Draft a concise final review report with actionable recommendations for future framework development.
• Present findings to UNESCO staff and partner organisations and facilitate discussion on next steps.

Required profile

• Advanced degree in Education, International Development or related field.
• Minimum 5 years experience in education policy analysis, humanitarian‑development contexts, or programme evaluation.
• Demonstrated experience working with UN agencies or international NGOs in crisis‑affected settings.
• Strong written and oral communication skills in English.
