About the role
The International Rescue Committee (IRC) seeks a Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Officer to provide technical oversight of the emergency response program in the Dry Zone of Myanmar. The role ensures accurate, reliable, and timely data to support situational analysis, learning, and program adaptation.
Key responsibilities
- Set up and manage the M&E framework for the assigned program, aligning with donor requirements and IRC global standards.
- Monitor implementation, maintain databases, analyze data, and produce impact and progress reports.
- Provide technical oversight and capacity‑building to IRC staff, partners, and data assistants.
- Conduct data quality audits, operational research, and program impact assessments.
- Collaborate with Cluster Co‑Lead Coordinators to ensure alignment of data tools and methodologies.
- Support reporting and documentation for program stakeholders.
Required profile
- Myanmar national with extensive experience in monitoring, evaluation, and learning within humanitarian programmes.
- Proven ability to supervise and build capacity of junior staff.
- Strong analytical mindset and attention to data quality.
- Ability to work flexibly across programme functions and coordinate with multiple partners.
