Women's Protection and Empowerment (WPE) Manager

About the role

The Women’s Protection and Empowerment (WPE) Manager will lead the technical quality of mobile gender‑based violence (GBV) prevention and response programming in Kachin State. Based in Myitkyina, the role coordinates partner staff, provides training, and ensures services meet IRC’s GBV guiding principles of confidentiality, safety and non‑discrimination.

Key responsibilities

• Coordinate, supervise and build capacity of partner organizations to deliver high‑quality mobile GBV services in IDP camps.
• Represent IRC as the GBV technical expert in state‑level working groups, establishing referral pathways with health, psychosocial, security and legal service providers.
• Design and implement mobile GBV service delivery according to IRC guidelines and monitor performance through M&E systems.
• Manage grants, prepare detailed work and procurement plans, and produce accurate narrative and financial reports.
• Lead advocacy and coordination with UN, NGOs, ministries and community leaders to strengthen the overall GBV response.

Required profile

• Proven experience in GBV programming, case management and capacity‑building in humanitarian settings.
• Strong knowledge of international GBV guidelines, referral mechanisms and ethical data collection practices.
• Ability to work collaboratively with diverse partners and to supervise multidisciplinary teams.
