Medical Doctor – Mobile Clinic, IDP Camps

About the role

The International Rescue Committee (IRC) is hiring a Medical Doctor for its emergency health response service in Rakhine State. The doctor implements primary health care in IDP camps and conflict-affected or disaster-hit villages, leads the mobile clinic team and coordinates with basic health staff on immunization and communicable disease prevention. The position reports to the Program Manager.

Key responsibilities

• Run primary health care clinics in fixed locations and mobile clinics, keeping at least 5 clinic opening hours and 8 working hours per day.
• Organize clinical care for the general population, women and children under 5, and refer life-threatening emergencies to the nearest screening centre.
• Lead the mobile clinic team, supervise nurses, registers and translators, organize on-the-job training and monthly team meetings, and run performance monitoring and evaluation.
• Report daily, weekly and monthly disease surveillance data through the EWARS system and monthly clinic reports to the Program Manager.
• Manage clinic stocks, waste, sanitation, drug and equipment supplies, patient triage, referrals and cost disbursement.
• Prepare and liquidate purchase requests, advance payments and reimbursements, and pay wages of daily-paid staff.
• Handle day-to-day logistics, administration and personnel matters, and coordinate with operations and finance teams.
• Integrate accountability to affected people, safeguarding and community engagement into staff onboarding, supervision and reviews.

Required profile

• Registered medical doctor (M.B., B.S.) with a valid SAMA license.
• Minimum 2-3 years of experience in primary health care settings.
• Experience in emergency medical response, surveillance and control of communicable diseases in post-conflict areas is favourable.
• Experience leading a mobile clinic is favourable.
• Good command of Burmese and English; knowledge of local languages is an asset.
