Technical Head – Lead Technical Strategy

About the role

The Technical Head will define and drive the overall technical strategy, architecture, and implementation roadmap for the company's projects and digital government platforms. This senior position requires close collaboration with clients, government stakeholders, and international technology partners to deliver robust, secure solutions.

Key responsibilities

• Lead the technical strategy, architecture design, and implementation roadmap for company projects.
• Oversee deployment and integration of enterprise applications, cloud infrastructure, and digital government platforms.
• Manage the full technical lifecycle of projects, ensuring delivery within scope, timeline, and quality standards.
• Collaborate with clients, government stakeholders, and international partners to develop effective solutions.
• Translate business and operational requirements into practical technical solutions and system architectures.
• Mentor and develop a high‑performing team of software engineers, system integrators, development engineers, and IT professionals.
• Establish best practices in software development, infrastructure management, cybersecurity, and system operations.
• Ensure compliance with security, data privacy, and regulatory requirements.
• Drive innovation by evaluating emerging technologies and industry best practices.

Required profile

• Bachelor's degree in Computer Science, IT, Computer Engineering or related field; Master's degree is a plus.
• Minimum 5 years of experience in software engineering, systems integration, or infrastructure, with at least 2 years in a leadership role.
• Proven experience delivering complex projects in telecommunications, enterprise solutions, or government/e‑government environments.
• Strong problem‑solving, leadership, and stakeholder management skills.
• Excellent communication skills in English and preferably Myanmar.
• Experience working with international partners or consortiums is preferred.
