Shelter and Settlement Officer

About the role

The Shelter and Settlement Officer will design, assess and supervise shelter activities, supporting both in‑kind and cash‑based interventions across DRC operations in Rakhine State.

Key responsibilities

• Conduct technical field assessments for shelter construction, reconstruction, repair and rehabilitation.
• Support in‑kind and cash‑based shelter interventions, including cash‑for‑repair and self‑rehabilitation approaches.
• Lead technical training on basic carpentry, emergency shelter and monitoring.
• Develop engineering drawings, Bills of Quantity, technical specifications and related documentation.
• Supervise contractors, skilled labour and incentive workers to ensure quality and timely implementation.
• Coordinate with Camp Management Committees, village administrators and beneficiaries to ensure accountability and community engagement.

Required profile

• Bachelor’s degree in Civil Engineering, Architecture or a related technical field.
• Minimum two years of hands‑on experience in shelter/infrastructure construction, repair or design.
• Experience with cash‑based interventions such as cash‑for‑repair.
• Proven ability to supervise construction activities and work with community‑led processes.
• Willingness to travel frequently by road and boat in Rakhine State.

Required skills

• Proficiency in AutoCAD.
• Strong command of Microsoft Office applications.
