Programme Officer – Field Coordination (Expedited Recruitment)

About the role

The Programme Officer (Field Coordination) will lead the implementation of the Population Mobility and Needs Tracking (PMNT) programme across Myanmar, ensuring data collection, security, and administrative support are effectively managed.

Key responsibilities

• Coordinate operational, administrative and financial aspects of PMNT in line with IOM policies and donor requirements.
• Oversee daily field data collection, ensuring quality standards and methodology compliance.
• Manage field security, staff movements, risk mitigation measures and training.
• Supervise administrative and financial matters of field operations, including staffing, procurement and budget monitoring.
• Strengthen data collection mechanisms, provide technical guidance on questionnaires, SOPs and training materials.
• Facilitate data protection and ethical handling across all data activities.
• Participate in inter‑agency meetings, support donor engagement and produce timely reports.

Required profile

• Master’s degree in a relevant field with at least five years of professional experience, or a Bachelor’s degree with seven years.
• Experience managing data initiatives and humanitarian field operations, including security and staff tracking.
• Background in monitoring and evaluation, assessment design and database management.

Required skills

• Advanced SQL database skills.
• Proficiency with Microsoft Office (Excel, Word).
• Experience using ArcGIS and Google Earth.
• Knowledge of mobile data collection tools such as KoBoToolbox and Open Data Kit (ODK).
• Familiarity with GPS hardware and mobile data collection technologies.
