HR Specialist – HR Lead

About the role

The HR Specialist will serve as the Office’s HR Lead, ensuring consistent application of UNOPS HR policies across assigned geographic areas and supporting smooth HR operations for teams and partners.

Key responsibilities

• Contribute to HR policy development, corporate initiatives and lead implementation of HR strategies aligned with organisational goals.
• Provide strategic HR advice, guidance on policy application, and support on employee relations, grievances and performance matters.
• Oversee talent acquisition processes, including recruitment, onboarding, contract administration and workforce planning.
• Manage the Office’s HR team to deliver high‑quality HR services and ensure effective service delivery.
• Support knowledge sharing, training sessions and research on HR topics, contributing to reports and best‑practice documentation.

Required profile

• Bachelor’s degree with at least 7 years of relevant HR experience, or Master’s degree with at least 5 years.
• Relevant experience in recruitment, contract administration, employee relations, organization design, preferably in development or humanitarian contexts.

Required skills

• Proficiency with MS Office.
• Proficiency with G Suite.
• Experience using web‑based management systems.
