HR Officer

About the role

The International Committee of the Red Cross (ICRC) is recruiting an HR Officer in Yangon, reporting to the HR Team Leader. The post covers HR administration, policies, procedures and activities across the Yangon, Southern Myanmar, Naypyidaw and PAH areas, ensuring HR services are delivered consistently, efficiently and in line with ICRC policies, delegation directives and applicable laws. The incumbent acts as the local focal point for HR matters.

Key responsibilities

• Maintain accurate, confidential personnel files and keep HRIS databases up to date
• Manage the full contract lifecycle for staff, including onboarding, amendments, probation and offboarding
• Compile payroll variables and documentation for salary calculations
• Support the HR Team Leader with disciplinary cases and conflict management, and act as focal point for leave management
• Help implement HR policies, SOPs and staff regulations, and improve HR workflows and employee relations
• Train managers and staff on HR policies and Performance Management Development processes
• Identify training needs, coordinate with the L&D team and support nominations for institutional training
• Act as focal point for recruitment and selection, guide hiring managers through the recruitment cycle, build talent pipelines and coordinate onboarding with L&D

Required profile

• Bachelor's degree in Human Resources Management, Business Administration, Management or a related field
• 3-5 years of HR experience, preferably in HR administration, recruitment, employee relations, payroll and compliance with labour regulations
• Experience in an international humanitarian organization is an asset
• Excellent command of English and full proficiency in the Myanmar language

Required skills

• Good knowledge of digital tools
• Excellent writing and summarizing skills
• Ability to work independently under pressure, including in remote and challenging environments
