Head of Operations – Myanmar

About the role

The Head of Operations will join the Country Program Senior Management Team to lead finance, human resources, supply chain, administration, ICT, security and audit functions. This role ensures stewardship of resources, compliance with donor and local regulations, risk management and continuous operational improvement, including climate‑action initiatives.

Key responsibilities

• Lead strategic planning for operational capacity, aligning systems, processes and staffing with CRS standards and donor requirements.
• Oversee day‑to‑day delivery of finance, HR, SCM, administration, ICT, security and audit services, ensuring efficiency and high quality.
• Manage and develop the Operations team, including performance management, succession planning and staff well‑being.
• Ensure compliance with agency, donor and local regulations through audits, policy reviews and corrective actions.
• Supervise financial processes, budgeting, ERP usage and expenditure monitoring in line with GAAP and donor rules.
• Drive safeguarding, health‑safety and security protocols for staff and partners.
• Implement the Country Program Climate Action strategy, reducing GHG emissions and waste.

Required profile

• Bachelor’s degree in International Development, Business Administration, Finance or a related field.
• 5–8 years of progressive management experience, including at least 2 years of supervisory responsibility.
• Experience with an international NGO and familiarity with operating outside the candidate’s country of origin is preferred.
• Fluent English required; working proficiency in Burmese is a plus.
• Willingness to travel up to 30% within Myanmar and the EMEA region.

Required skills

• Strong understanding of financial systems, budgeting and expense analysis.
• Knowledge of procurement and office administration processes.
• Proficiency with Oracle ERP or comparable financial reporting software.
• Advanced skills in Microsoft Office (Excel, Word, PowerPoint, Visio) and web‑conferencing applications.
• Experience with enterprise resource planning (ERP) and budget management systems.
