Head of Operations, Myanmar

About the role

The Head of Operations will lead the Country Program’s operational functions, including finance, HR, supply chain, ICT, security and audit, to support CRS’s mission in Myanmar. This senior position reports to the Country Representative and sits on the Senior Management Team.

Key responsibilities

• Develop and implement operational strategies, systems and staffing plans that meet donor, agency and local requirements.
• Oversee day‑to‑day delivery of finance, HR, procurement, administration, ICT and security services.
• Lead talent management, staff development, performance reviews and succession planning for the Operations team.
• Ensure compliance with agency policies, donor regulations and Myanmar laws through regular audits and system checks.
• Manage financial processes, budgeting, expense analysis and ERP usage in line with GAAP and donor rules.
• Coordinate with program leads to align expenditures with project budgets and safeguard assets.
• Direct health, safety and security protocols and support the Country Programme’s Climate Action initiatives.
• Collaborate with the Country Representative on annual budget preparation and risk mitigation.

Required profile

• Bachelor’s degree in International Development, Business Administration, Finance or a related field.
• 5–8 years of progressive management experience, including at least 2 years of supervisory responsibility.
• Experience with an international NGO and familiarity with donor regulations preferred.
• Fluent English required; working proficiency in Burmese is a plus.
• Willingness to travel up to 30% within Myanmar and the EMEA region.
