Chief Technical Advisor – Skills & Private Sector Development (80-100%)

About the role

Helvetas is seeking a senior professional to lead technical advice for the SCORE (Skills for Community Resilience and Empowerment) Project and to support other Skills, Jobs, and Income (SJI) initiatives in Myanmar. The role combines strategic leadership with hands‑on guidance to improve vocational education, private‑sector engagement and youth employment in conflict‑affected regions.

Key responsibilities

• Co‑lead the SCORE project, ensuring effective planning, reporting, financial management and compliance with EU donor requirements.
• Maintain and strengthen partnerships with consortium members, the EU and parallel EU‑funded projects.
• Develop and deliver capacity‑building activities for partners on non‑formal education, TVET, and youth entrepreneurship.
• Provide technical advice to other SJI projects on market access for MSMEs, MEAL systems and private‑sector integration.
• Facilitate shared planning and knowledge exchange between SCORE and related initiatives.

Required profile

• Master’s degree in development studies, economics, education or a related field.
• At least four years of experience managing development projects focused on vocational education, skills development or employment with a private‑sector component.
• Strong knowledge of Project Cycle Management, including Monitoring, Evaluation, Accountability and Learning (MEAL).
• Experience working with EU‑funded projects is an advantage.
• Proven leadership abilities in consortium‑based project delivery.
• Familiarity with market‑inclusive systems development approaches.
