Shelter and Settlement Officer‑Engineer

About the role

The Shelter and Settlement Officer‑Engineer will lead technical design, assessment and implementation of shelter interventions in Sittwe, Rakhine. Working under the Shelter and Settlement Team Leader, the officer ensures quality construction, rehabilitation and cash‑based assistance while supporting community capacity building.

Key responsibilities

• Conduct field assessments for shelter construction, repair and rehabilitation.
• Design engineering drawings, Bills of Quantities and technical specifications.
• Support in‑kind and cash‑based shelter interventions, including cash‑for‑repair schemes.
• Supervise contractors, skilled labour and incentive workers to guarantee timely, quality outcomes.
• Provide on‑site training in basic carpentry and shelter maintenance for beneficiaries and volunteers.
• Manage documentation, filing systems and databases for shelter and cash activities.
• Coordinate with Camp Management Committees, village administrators and partners to ensure accountability and community engagement.
• Report progress regularly and act as DRC’s technical focal point for shelter and settlement projects.

Required profile

• Bachelor’s degree in Civil Engineering or equivalent.
• Minimum two years of hands‑on experience in shelter, infrastructure or community construction, repair and design.
• Experience with cash‑based interventions such as cash‑for‑repair or conditional cash assistance.
• Proven ability to supervise construction activities and work with contractors, direct labour and community‑led processes.

Required skills

• Civil engineering design and analysis.

• Development of technical specifications and purchase requisitions.
• Database management for project documentation.
