Shelter and Settlement Officer – Technician

About the role

The Shelter and Settlement Officer – Technician is responsible for designing, assessing and supervising shelter interventions in Sittwe. The role supports both in‑kind and cash‑based assistance, ensures quality construction and repair, and builds capacity among volunteers, partners and beneficiaries.

Key responsibilities

• Conduct technical field assessments for shelter construction, reconstruction, repair and rehabilitation.
• Support in‑kind and cash‑based shelter programmes, including cash‑for‑repair and self‑rehabilitation approaches.
• Lead training on basic carpentry, emergency shelter construction, monitoring and assessment.
• Facilitate cash programming activities and provide technical input for purchase requisitions.
• Maintain systematic filing and database management for shelter and cash activities.
• Organise and supervise shelter kit and WASH distributions, ensuring proper documentation.
• Supervise contractors, skilled labour and incentive workers to guarantee quality and timeliness.
• Provide on‑the‑job technical guidance to assistants, incentive workers and community volunteers.
• Coordinate with Camp Management Committees, village administrators and beneficiaries for accountability and community engagement.
• Report daily/weekly on progress of shelter, rehabilitation, WASH and cash activities.

Required profile

• Proven experience in shelter construction, rehabilitation or related humanitarian programmes.
• Ability to conduct technical assessments and supervise field teams.
• Experience in delivering training and capacity‑building activities.
• Strong knowledge of donor requirements and organisational standards.
