Women's Protection and Empowerment (WPE) Manager – Kachin

About the role

The Women's Protection and Empowerment (WPE) Manager in Kachin will oversee the technical quality of partner mobile gender‑based violence (GBV) prevention and response programming. Based in Myikyina, the manager coordinates, trains and supervises partner staff to ensure mobile GBV services adhere to confidentiality, safety, non‑discrimination and survivor self‑determination principles.

Key responsibilities

• Represent the IRC WPE program as a GBV technical expert and advocate on all GBV issues.
• Coordinate, plan and technically supervise partner staff to ensure program quality and compliance with IRC and inter‑agency GBV guidelines.
• Act as the GBV focal person in state‑level working groups and establish strong referral pathways with health, psychosocial, security and legal service providers.
• Design and implement mobile GBV service delivery to reach targeted IDP camps, ensuring safe entry points for case management.
• Train partner staff on case management, psychosocial support and GBV response best practices.
• Develop and oversee M&E systems, tools and data collection to ensure quality reporting and learning.
• Prepare and manage grant work plans, procurement plans and financial reporting in coordination with partners.
• Liaise with UN, NGOs, ministries and local authorities for coordination, advocacy and emergency response.
